I've tried everything I could find on the web and now I'm all out of ideas.
Some background apps simply refuse to be turned off. Instead, these apps keep showing up running in the background. Right in the task bar, on the bottom right when clicking ^ and some apps show up, including Windows security stuff.
One example of an app is Intel Unison. I use it often but why does it have to be there all the time? I'm trying to prevent it from running on system startup. Everything is turned off but it keeps showing up there. It's starting to drive me nuts.
Here's everything I've already tried:
Task Manager
Press CTRL + SHIFT + ESC to lauch Task Manager directly. In the Startup apps tab, you can turn off startup apps individually. I've turned off everything except for 'SecurityHealthSystray.exe' as it seems security-ish.
Startup apps
Press CTRL + I to launch Windows settings. In the side bar, navigate to Apps and then click on Startup. I've turned off all the apps in the list except for Windows Security Notification, again because it seems security-ish.
Startup folder
Press ⊞ Win + R, type shell:startup and hit Enter. The folder that opens in Windows explorer is C:\Users\[user]\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup and I completely emptied it.
App settings
I did check the settings of the app, from within the app itself. Both Run on startup and Run in background are turned off, unchecked, meaning it should not run either on startup or in the background at all. It still does.
Account apps
Press ⊞ Win + I to go to Windows settings, navigate to Accounts in the sidebar and go to Login options. Scroll down and turn off 'Automatically save my restartable apps when IO log out and restart them after I log in'. To be sure.
System config
Press ⊞ Win + R, enter msconfig and hit Enter. In the Services tab, check Hide all Microsoft services for safety. Uncheck all the apps and manually turn on any you think are fine. I haven't found anything troublesome here.
