I speak Norwegian, but I hardly ever use it to type. Somehow, Windows has the keyboard layout but there is no language for it present:

How do I delete the Norwegian layout when it has no associated language?
Edit: This was incorrectly marked as duplicate. As mentioned in the title - this appears to be a bug. The suggested question marked as being a duplicate tells you to go to the registry and remove it with regedit. The Norwegian keyboard (00000414) is not present in the registry:
