I am making a tool for ocean use and it's obviously in the sun a lot. We used a standard PLA and it seems to last for about 6 months before breaking. Does anyone know of the filament that would work best in this environment?

I suggest to examine using ASA filament which is known for weather resistance. One caveat is that my reading on the various forums is that it can be challenging to print using this material. It's prone to warping and would require a closed, perhaps heated print volume for best results.
A passage from the linked site appears to support your objective:
Marine Applications The filament’s resistance to water and UV exposure suits the manufacturing of marine components and equipment that spend extended periods in harsh, sunny conditions.
